Needless to say, most real world data sets don’t comply with this assumption, so non-parametric algorithms are necessary for accurately modeling non-linear data. It has been estimated that the United States Treasury loses as much as $100 billion annually to offshore tax non-compliance. To mitigate and minimize such future loss of tax revenue, the Treasury enacted the Foreign Account Tax Compliance Act (FATCA) as regulation on March 18, 2010. The regulation requires foreign financial institutions (FFIs) to provide certain information on their U.S. account holders to the IRS or their local governments.
